Even though the government of the province of Buenos Aires mandated that 1% of public employees must be trans people according to World Politics Review, is this currently taking place, and what barriers are these individuals still facing with marginalization and discrimination in the public work sector?

According to the Argentine Federation of Lesbians, Gays, Bisexuals and Trans in Argentina, the responsibility of security for the LGBT community to ensure a safe and reliable way for members of this community to report hate crimes and offenses against them or their families, is the responsibility of each province and the city of Buenos Aires. Do members feel confident, safe and comfortable reporting these crimes and occurrences, or do they feel that they will indirectly victimize themselves further?

Why is it after implementing progressive laws that should protect the LGBT community in 2017 per the Argentina Report, there was a 500% increase in the frequency of the crimes that the law set out to prevent, and why did the crimes flip from mostly targeting the majority of women to targeting the majority of men in 2018?.
